Philadelphia in 1787 when the states delegates constructed the
new American Constitution. It was a Republic, a political order
designed to work by struct leagl rules ... and not by the whims of
power elite. Whether or not it would continue to hold onto those
legal foundations would depend entirely on the moral rigors of the
